What is Title 1?

TITLE I at PENN LONDON

Description:
Title I is a Federally funded program that has been in existence since 1965. The purpose of Title I is to enable schools to provide opportunities for children served to acquire the knowledge and skills contained in the State’s challenging content and student achievement standards that all children are expected to meet.

The Program at Penn London:
Title I Reading support is available to first and second graders who are at risk of not meeting local and state standards. Eligibility is established through on-going assessments that place children on PLE Reading Stages that indicate their performance levels. Teachers may recommend a student for services if the child is not making adequate progress and could benefit from extra support.
In first grade, Title I instructional aides provide reading support in small groups. This support occurs in the classroom for 30 minutes a day, five days a week during the reading block. The Title I Coordinator/Reading Specialist provides the aides with lesson plans that follow the district reading curriculum.
In second grade, Title I support is provided by Reading Specialists. The Reading Specialists work in conjunction with the classroom teachers to target areas of need for the eligible students.

Parent Involvement:
The Title I program encourages parents to be involved in their children’s education. Research has proven that parental participation in schooling improves student learning. Parental involvement in Title I begins with the Read At Home Program. Title I students bring a book home each night, Monday through Thursday. The student reads the book to or with a family member, and the parent signs a calendar that comes home in the folder. Throughout the school year, Title I offers several opportunities for parents to participate in their children’s education. The reading Specialists run workshops for parents to provide them with the skills needed to help students with homework and to improve reading skills. A newsletter is sent home each month containing helpful hints and creative ideas for making learning a family fun activity. Parents are also invited to volunteer to be on the Title I Parent Advisory Council. The Parent Advisory Council offers parents a forum in which they have input into how Title I supports their children. At PAC meetings, parents can voice their concerns and make helpful suggestions.
